I don't know if we want this or not, it will have to be discussed when we revisit the UI design. Same goes for #1342. It all needs an overhaul. I was responsible for the floating style tooltip in the civilization info dialog, probably it should have been consistent with the rest of the UI (there are several problems with that dialog).
