Water waves in places which don't make sense.

Description

On the Azure Coast 1 map with shore foam and shore waves enabled, waves appear in the rivers at a scale which is way to big and therefore unbelievable.

I have attached a screen shot with an example.  The waves start from one shore and move across the river to the other shore.  Then further up the river the waves move in the opposite direction.

Yeah this is inevitable to some extent, since there is one set of parameters for all water on a map. Rivers should look very different than lakes or oceans, but currently the engine doesn't support that. I'm not sure if it's worth hacking up a solution in the water renderer/shaders or if it's better handled with multiple, distinct water planes for example.

Substantial speed-up of the foam generation code.
Remove waves for now as they were unsatisfactory.
Removes "shininess" as a water parameter as it was basically useless.
Add a button in Atlas to recompute water parameters so you can now see fog in Atlas.
