Territory influence weight is inverted

Description

Buildings with large territory influence have little weight compared to those with small radius.

This causes for example a house in ennemy territory or at the border to eat influence from the CC.

Some weight examples in current state: CC: 10.000 Temple: 30.000 House: 40.000 Storehouse: 30.000 Tower: 30.000 Fortress: 40.000

This may be for purpose (CC having a very large influence, it can be pushed away by any border buildings), but can also be related to #3526 (building a tower near a captured house in ennemy territory)

wang_wei reported that a barracks that is built besides a civic center can be captured, the civic center will slowly but surely convert to gaia!
