[PATCH] PM hotkey

Description

Since there is a hotkey to open the public chat and a hotkey to open the ally chat, it would be a logical thing to add a hotkey to send private messages.

The previously selected addressee should be kept or restored, so that one can chat without reselecting the addressee for each message.

First add a new hotkey to default.cfg, then search the javascript code for the usage of the public/teamchat hotkey in gui/session/.
