Allow {civ} replacement for technologies in ProductionQueue

Description
Following an idea of mimo, we could perhaps add civ replacement for technologies (like for units) in ProductionQueue. So we could merge phase_town and phase_town_athen in phase_town_{civ} in the following template
<Technologies datatype="tokens"> phase_town phase_town_athen phase_city phase_city_athen unlock_spies spy_counter </Technologies>
Take care to handle the case where we want phase_town when we don't have a specific phase town.
