We decided to resume the work in this ticket. We must use constraints to fix this like the way we use to prevent forests end up on the top of the hills.

If it would help, we could always add template loading to the map generator, like we do for AIs (see CCmpAIManager)

This would indeed help much. I already added an own ticket for this (#1589). If you think it's a duplicate feel free to close it.
