Sound incorrectly resumes if game is paused but window focus changes

Description

  1. Start game in windowed mode
  2. Load map
  3. Pause game, sound pauses as expected

Then with pauseonfocusloss=false, if the game window loses focus, sound resumes even though the game is still paused. And with pauseonfocusloss=true, if the windows loses and regains focus, sound also resumes while the game is paused.
