[PATCH] Add visual indicator for setting and unsetting rally-points

Description
It would be nice to have a visual indication when we are about to set or unset a rally-point, instead of the present default cursor. Here is a patch to do that, with some temporary cursors to illustrate it. These two cursors should go in art/textures/cursors/

commited modified version with only the cursor change to unset the rally-point (doing it also for setting was a bit intrusive as everypoint in the map could potentially be a rally-point). The cursor is mainly a placeholder, it would help to improve it.
