Mauryan worker elephants can't garrison in the CC
Likely cause is the obstruction size of the elephants was increased and now they can't get close enough to buildings to be "in range" for garrisoning, so they fail and retry continuously. A proper fix would be to use the distance between unit and building obstructions and not the distance from the center of the unit to check the garrison range - if that's fixed, all the ranges should be adjusted (similar change might apply to e.g. gathering range).

I've missed this ticket, but after reading some things on IRC, I've made a patch for the garrison range. See #2190.
Although my ticket is a duplicate, I'll mark this as a duplicate since the patch is on the other ticket.
