Update tutorials and increase their visibility — at Version 14

The old tutorials (found in scenario->demo maps) are now outdated. They should be reworked using triggers, and we should make them more obvious: for example with a link in the learn to play manual (though I think this requires other patches first).
I am bumping the priority of this as having tutorials is important to capturing new players.

We should have a series of Tutorials to introduce players to game concepts.
An example outline could be: 1) Camera movements, basic controls (selecting, ordering, training, constructing buildings), Fog-of-War and scouting. 2) Intro to Units (ranged vs melee, citizen soldiers vs female citizens vs champions, siege, ships, infantry vs cavalry) 3) Intro to Buildings (purpose of each building e.g. dropsite, healing aura) 4) Intro to Resources 5) Technologies (including phasing) 6) Intro to Combat (damage types, counters and bonuses, formations) 7) Loyalty & Capturing 8) Diplomacy 9) Game modes

I did notice two other things while playing through it again (on 2X the speed as it took quite some time the first time =) ):
I got the "Now you're in Civ phase, build a fortress and then build two siege rams" message at the same time as the "Now you can research Civ phase" message".
I also got the "The enemy's base has been spotted..." message at the same time as the messages about scouting for it, despite not having gotten any enemy territory/buildings in my LOS.

Issues reported at Transifex about both the introductory and the economic tutorials:
These links are no longer working (as Sander pointed out on IRC, they apparently were for strings before the 'public' resource split (and string IDs were changed too, so they don't work even with the current link format)). Glancing over the current list of issues (translate/#issues) I didn't notice anything related to tutorials, so I guess they were already fixed (there are some text-related fixes in tutorial-ai changelog).

This one and "Start building 5 female citizens in the Civil Center and set its rally point to the farm" are triggered by timer:

(from introductory_tutorial.js). Probably there were difficulties with accessing the current player's phase from AI.

I just completed the tutorial on r17830 and didn't face this issue (although Fabio was able to reproduce it relatively recently according to #3678, and tutorial-ai itself wasn't changed since then (based on the tutorial-ai changelog)), maybe some specific conditions are required.

I was using an outdated version of 0 A.D. so the first bug was not accurate. (The bane of having more than one installation, and not remembering which one the icon in the task bar is linked to :P )
