I find a way to create the bug

 - create infantry
 - garrison them into a building
 - make the ""advance citizen infantry"" update from the infantry building
 - [optional] create other infantry 
 - garrison other infantry into the same previous building
 - when selecting the building one can see two separate groups of the same advance citizen.
    1 - Clicking on one group allow to ungarrison units ( of the second group and after of the one we are clicking to )
    2 - Clicking on the second group does not do anything
