[PATCH] Tooltip for a tower upgrade must be rephrased

Description
The tower upgrade that only costs 500 food has a both misleading and incorrect description. The upgrade always adds exactly one arrow to the tower, no matter if garrissoned or ungarrissoned.
The tooltip is misleading since it speaks of doubling the number of default arrows in ungarrisoned towers. But it doesn't say what happens to the tower if its garrissoned.
The tooltip is incorrect for the iberian tower, which shoots 2 arrows by default and 3 arrows with the upgrade. According to the tooltip, the upgraded, ungarrissoned iberian tower should shoot 4 arrows then.
