[PATCH] Display maximum population in tooltip

Description
Currently there is no way to find out the pop cap without building houses, once the game has started. This patch displays that information in the tooltip of the population indicator.
The string "Maximum population" needs to be added to the translation files then.

The patch updates the tooltip frequently, so that if you build a wonder and research the +50 pop upgrade, it will be updated too. If you change the player with the developers overlay, it will display the correct pop cap for that player as well.
