Display tooltips for victory conditions — at Initial Version

Description
We have "Description" field for victory conditions (see for example conquest.json), but it's not being displayed on GUI:
(there is only generic 'Select victory condition' tooltip at the botton of the screen).
It would be convenient (especially for new players) to have description text displayed in a tooltip.
According to elexis: "that hover-event is probably easy to add in CList.cpp by calling ScriptEvent" (quote from #0ad-dev)
