Open/close ingame summary screen with an icon or hotkey — at Initial Version

Description
Why the current GUI is unfit:
The summary screen is accessible to observers / in replays, but it is very uncomfortable to use it.
- If one wants to track one statistical change over time, one needs to open and close the screen many times.
- In order to open it, one has to
- move the mouse to the menu button and click it
- wait for the menu to dropdown
- find the summary screen button, move the mouse there and click
- Read the list of available tabs / tables and recall where the particular value is shown
- Read the list of available columns to find the desired one
- Read the list of available rows, to find the focused player
- In order to close it again, one needs to move the mouse all the way to the bottom of the screen again and click a small "close" button.
- To open it again the mouse must be moved to the top of the screen again.
The summary screen for observers was originally implemented using a somewhat ugly icon (see r17423), but was later replaced by a main menu entry (see r17434).
With #3841, players would also use the summary screen ingame.
Solution(TM):
- Opening and closing the summary screen with the same icon (like diplomacy manager)
- Reduce the size of the summary screen (similar to tech tree) so that the icon is accessible
- Closing the summary screen with
hotkey.cancel
- Likely an improved icon
- When opening the summary screen again, the last opened tab should be restored.
- The most recently clicked table cell could be highlighted (selection rectangle) and be restored when opening the screen again
- ffm suggested making the dialog a bit transparent
