Description

When using relative templates for resource costs, values like 799 (instead of 1000 * 0.8 = 800) appear.

It is an error in #2936, not just a GUI round missing as in #3817: 

ERROR: RelaxNGValidator: Validation error: structures/iber_fortress:1: Type nonNegativeInteger doesn't allow value '1199.99695'
