It says "Insufficient access rights to open a file". Since it only happens when starting a game, it might be the replay directory which it can't write to.
Can you upload mainlog.html
after trying to start a game?
Should be in C:\Users\YOURNAME\AppData\Local\0ad\logs\
(otherwise check wiki:GameDataPaths).
Did you install 0AD with a different windows user (like administrator)?

MY ISSUE WAS RESOLVED, PEOPLE TRY TO REDOWNLOAD THE GAME AND REINSTALLING!!
