Gamesetup - number of players filter for scenario / skirmish maps

Description

When selecting the maptype scenario or skirmish in multiplayer, it might be important to pick a map that the current number of players can play on.

So we might add a dropdown object that is visible for those two maptypes in the same place where the randommap option is displayed that acts as a filter to pick exactly those maps with the desired playercount.

Move tickets to Game Setup as UI & Simulation got some sub components.
