As noticed by elexis and discussed with sanderd17 and itms, PopulationBonus is not really a cost, so it should be move elsewhere. (It was yet discussed and suggest in irc. We can do a small component like PopulationBonus or perhaps something like PopulationHolder (itms suggestion).
