Wall Tower attack tooltip

Description
The tooltips in the tech tree and construction panel should also mention the attack values of wall towers. See alpha 21 tooltip commits for a handful of relevant files (mostly tooltips.js, potentially GUIInterface.js, Templates.js).
This ought to be solved without duplicating code, but fixing or reusing the existing attack tooltip function.

The tech tree shows a tooltip in a separate icon. Selecting a wall tower will show it's attack values. Since we don't display the attack stats in the construction panel, we likely shouldn't display these either.
