[PATCH] Patrol modifier hotkey or option

Description
For the patrol feature (#1720), there could be either a hotkey (mostly relevant after #2604 since nearly all keys are mapped already), or an options entry (similar to the batch train size option). The option would allow to chose between two options:
A) attacking all enemy units while patroling B) attacking all enemy units and structures while patroling
(We also thought about involving the unit stance somewhere (for example if the units are set to passive, they might not attack anything while patroling. Not convinced.)

Removes the duplicate "Unit" entry and makes it accessible from the GUI. Not sure if it's 100% safe (i.e. if the current order always exsists and if its always the patrol one), but it ought to.
