EntityLimits itself doesn't take care if we go out of limits (which is good for capturing and things like that).

Things to check:

• input (sounds ok)
• Commands for train, build and upgrade (with the turn delay)
• ProductionQueue, Foundation/Repairable/Builder, Upgrade, Transform, (Promotion?)
