Always display diplomacy and trade icons in observermode

The diplomacy dialog is the first thing to check when starting a replay or observing a game (when not having followed the gamesetup).

It is counterintuitive and annoying to have to change the perspective to a player before being able to access it.

While the current dialog layout can't display all diplomacies between players, it could just hide those stances if no player perspective was chosen, still display the team number (if teams are locked) and the playernames to provide a quick overview.

For consistency, the trade dialog icon also shouldn't be hidden if no player was selected. The dialog would have to show something like "Please chose a player to view".
