Petra Capture The Relic support

Initial capture the relic support for Petra was added in ​https://code.wildfiregames.com/D236 (afaics it retreats owned relics to the CC).

The next step is to make gaia intelligent enough to actually focus relics (patch at ​https://code.wildfiregames.com/D333)

Summary: Petra will capture gaia relics on occasion. Because the AI has access to all of the map and all entities in the game, these gaia capture events have to be spaced out quite a bit to make things fair.

(Actually, Petra CTR support is not complete yet, so I'm not sure if this ticket should be closed, but yes, the main bits are there.)

(If we had only one ticket which is closed if all features are complete in some later release, it would misleadingly appear to the reader as if the previous versions didn't support the feature at all and as if the feature would be implemented in that later release.)
