Observer Mode Show Fight Action

Description
When in observer mode "Observer" is selected, then the fighting (attacked) units should be shown in the minimap with white blinking, careless of what team or player, just general showing its state "attacked".
So we can get easily seen the fight action (as observer).

That's actually the case since introduction of the feature in r17893 / r17894 , but I agree that the result is not satisfying enough to the viewer.
The next time the viewed player sends a command, that new unit is focused again.
There should be a way for observers to toggle whether they want to follow player commands or military actions only.
For that we need an observer overlay (started a github branch where I tried to recreate the developer overlay as an interactive observer overlay, but gave up since it looked too ugly and as Im still not sure how to implement the focusing on military events (but I assume it should have something to do with
BattleDetection.js
))
