Dropdown displays tooltip of list when hovering the header

Description
As seen in this post: https://wildfiregames.com/forum/index.php?/topic/22957-game-setup-rooms-aka-games-creation-room-ui-overhaul/&tab=comments#comment-342468 the tooltip of the listed items of a dropdown is visible when hovering the header, while it should display the header tooltip. This only happens with scrollable dropdowns, since then there can be items "under" the header.
