It is not known if it ever worked, but it at least seems to be broken for a long time.
But there is already code that should handle copy/pasting in console: https://github.com/0ad/0ad/blob/a01173d93de4caf6cbaccd563775cd5d226a041a/source/gui/ObjectTypes/CInput.cpp#L1100       

The copy and paste events are only sent to the console when it is closed.
When the console is open it never receives such an hotkey event.
