Locked upgrades sometimes show incorrect requirement

Description
When in City Phase, and doing the first melee upgrade, "Side Arms", the second melee upgrade, "Iron Weapons", is disabled (until "Side Arms" is completed), but displays the text "Unlocked in City Phase.". The text should state something like "Side Arms Required".

This happens with other upgrades as well, and the storehouse upgrades. You could be in City Phase, getting the first wood upgrade, and you'll see that the second wood upgrade "requires town phase"

There is "requirementsTooltip" in each technology json, they should be updated for superseded technologies.
