Use range query in patrol instead of timer.

Description
Currently when patrolling there is a timer to check for targets. An active range query could also be used to let entities react faster. (Noted on Phab:D2913#inline-59842 by bb.)

Moving to A25, I think it'd good practice to give patches a milestone and only backlog them once they've been pushed back a few times, indicating lack of interest.
