Ok, so I host a 2 player game, set both parties to AI. Start the game, quit the game immediately after loading. Host a new game and now I can be player 1 and have the little gear next to my name. When I enter the game, I can play with the AI at the same time. 
This is persistent even if you restart the game.

Go to the small gear and set it to none.

It only works in Multi Player mode. The bug was introduced with [24852].

This bug was first reported over IRC by 'fpre'. Not reproducible on A23.
