Description

As reported by @wowgetoffyourcellphone on ​the forum there may be an error upon garrisoning a formation that doesn't need to approach.

In 24935:

Fix garrison error with formations already in range.

The formation is set to an empty state upon disbanding which does not have a MEMBER-substate.
Caused by r24688 / rP24688.
