Snap-in building rotation bug

Using the new snap-in feature to build usually does not work well. In sloped areas like the Sahyadri Buttes, when click-dragging, the structure (for example, a house beside a defense tower) goes off center while rotating.

One game, I tried to snap a Macedonian house Beside another Macedonian house, only to allow rotation in two sides. Beside civic center and temple appears to be normal.

It seems the issue is actually that the snapping prevents using all 4 rotation modes. But I suspect that this is because the house isn't square, and so to actually snap only 2 rotations are plausible?

Pushing back for the 'elevation' stuff but this might be invalid.

It wasn't vlad said he would maybe look into it after the gui refactoring, which is A26.
