Construct hotkey data in manual

Description
The manual contains a list of hotkeys with their description. This is good. However it gets those from the intro.txt. This means that all the hotkeys and descriptions are duplicated there. It would be better to construct the list from the json's currently in gui/hotkeys/spec/. (This would need the json's to move to gui/common/).
The manual code resides in gui/manual/
