CivInfo page inaccessible tooltips for Han Chinese

Description

The Han have a long list of "Specific Technologies" for their civ info page that forces you to scroll down. The ones that become visible and have a tooltip cannot be accessed, and the others remain in place, creating a ghost effect.

to reproduce

  • Open the CivInfo page for the Han Chinese
  • Scroll down the middle column
  • Hover your cursor over the little golden icon for example Sun Tzu's "The Art of War"

The problem can also be reproduced when using a larger font for A24, in A23 there was no scrolling option for the civ info page. Scrolling was added with [24289].
