Formations in no-override mode don't react collectivly to a target when using attack-walk command

Description

When one creates a formation while having the no-override setting enabled and tasks it to attack-walk past an enemy unit the following behavior occurs:

The enemy units come into the vision range of the units in fron of the formation. Those units react and attack the enemy units, while the rest of the formation (which has not yet seen the enemy units) stays still and waits for the few units that went out attacking to return.

That is arguably the wrong behavior.

Correct would be: The whole formation responds collectively. So basically the same that has been done in https://code.wildfiregames.com/rP26956 only for the attack-move as well.
