Fix rendering of territory boundaries at sharp corners

Territory boundaries look either slightly wrong (with overlapping quads) or utterly wrong (exploding in random directions) when they have very sharp corners. Need to fix it to either not have such sharp corners, or to render correctly in those cases.

I think this is not just for territory border. I recall the building range overlay line doing the same thing. If that's true, then it's probably from textured line data file.
