Decal randomizations act strangely — at Initial Version

Description

Randomization in decal actors (blood_01 for instance) does not occur as anticipated. Placing the blood_01 decal individually in Atlas randomizes the actor as desired, but when used in the death of an animal the decal will not randomize.
