Selection issue

Description
While trying to select group of units, you can only do this if unit's low part is inside selection. Selecting it's upper half won't place unit under selection.

What would be the desired behavior?
Allowing selection if any part of the unit is in the selection box seems too relaxed and anyway we don't have an exact way to calculate that (not to mention the inefficiency of doing so), but the current solution is too restrictive -- we use the base of the unit. Maybe we could use a certain percentage of the unit's selection box volume instead?
You can view selection boxes with Alt+D > Bounding box overlay, to get some idea of what's going on.
