Summary: Info Icon in Math Setup is disappears or something after mouse over → Replace info icon in civilization info dialog

The icon needs to be redesigned or replaced (it looked slightly better when we had a lighter theme).

In 11930:

Replaces info icon with higher quality version. Fixes #1469.
Uses add_color effect, so it's easier to change the theme.
Fixes some inconsistent whitespace.
