Did some testing, this happens regardless of the civ that JuBot is playing. Looks like it throws the error when JuBot tries to attack an enemy CivCenter.

Yes you are right, most likely it happens when the enemy attacks Jubot. I tried three times to different civilizations - the result is the same.

Make sure to initialize the entity collection's cached length before modifying the actual object. Fixes #1535.
