Ungarrisoning seems to incorrectly use tech requirements

Description

An interesting consequence of r12479 (and possibly something else) is that if we start the game in a scenario with heroes, they can be garrisoned in buildings, but they can't be individually ungarrisoned. The unit's ungarrison icon is grayed out and it lists the tech requirement which is unsatisfiable in this case, but I can't imagine why the requirement is relevant for ungarrisoning an already created unit. Using "unload all" does manage to eject the hero.

In 13072:

Allow ungarrisoning units even if they cannot be built due to tech requirements. Patch by mimo. Fixes #1808, #1672.
Fix batch training tooltip if we have more units than the entity limit allows for.
