Fix building destruction variations

Description

Currently when a building is destroyed, its appearance will often change before sinking into the ground. This is likely because the root prop point is used for both destruction dust and variation props. When the variant changes (to "death"), the root props are changed and show a different randomized variant. To fix this properly, the actor variant system probably needs to be reworked, or maybe destruction dust could be implemented in some other way, or we could add multiple default prop points.

This seems to be fixed a few alphas ago... can't find the specific revision. Can't reproduce.
