Hero limits are now not working. Maybe because of this commit: r13378 ?

Can't reproduce over here. Also that commit doesn't affect unit limits at all (only buildings), so if there is a problem it could be caused by r13388, but I can't build more than one hero and "not working" isn't really verbose.
