Allow constructing buildings in allied territory

We should allow players to construct buildings in allied territory. The building should count towards the allied players territory. Also make sure to update cmpTerritoryDecay accordingly. When the diplomacy changes from mutual allied the building should count towards the owner.

This should be made a game setup option.

Should it be a game setup option or a diplomacy option? Personally I would like to have the distinction between allies I trust enough to let them build in my territory and those I don't (but still want to be their ally). That would add a very interesting layer to diplomacy, your ally might request a tribute or something to keep the option enabled, or take it away if you don't do what they want.

I like the idea, too. I think it should be handled similar to the diplomacy. You can allow or deny your allies to build in your territory. Or, like the "Teams Locked" option, it can be locked for the game. (Enabled or disabled.)

How should buildings in foreign but allied territory be treated? Should they loose health?

Is this still relevant?

  • Buildings in allied territory don't decay anymore
  • We have the shared-dropsite technology (which would become useless)
  • The purpose of territory would be reduced
  • Unintended side-effects (markets can be built in allied territory, tower-restrictions circumvented, possibly others, will become harder to defeat a player if the buildings are scattered all over the map)
