Multi-Player Lobby Server should check network connectivity

Description
Despite having notes on nearly every place (including right bar in the Multi-Player Lobby and in the main page of known problems) many people complain about that they do not know if they are able to host a game or simply do not read the notes.
From hoster point of view:
- Current state: You host a game and nobody joins.
- Desired state: You host a game and get feedback that the Multi-Player Lobby or some other server could not reach you (after some timeout).
Ideally, other people also get a feedback of the latency to your host (or that it is NA).

Sounds like a lot of work for a workaround. If users don't read information that is displayed in a lot of places that is not something you can fix with software.
This ticket should not be needed once #2305 is implemented.
