Underpinnings are not treated the same way when in the FoW

Description
When an underpinning is in the Fog of War, it doesn't make a sound when selected, it doesn't allow to place an early rally point, and it's not selected when double-clicking on an underpinning that is outside the FoW.
Observed on last svn, with mauryan corrals, on a some random random map.
