Actor editor freezes on Windows when using the browse button inside dialogs

Description
In actor editor, editing animations, textures, and props open a new modal dialog. Files can be selected using a standard file dialog with the "Browse..." button. This is currently broken and causing the editor to freeze on Windows. Looking at this in a debugger, I don't even see the button press being handled.
