Special Formations give errors

Description
I noticed that (for example) you can still put Roman soldiers into the testudo formation. However, when you do so the game spreys errors. I figure this has something to do with the pathfinder but disabling all possible formation (including customized ones for mods) would be nice.

Same bug as #3239 (and #3342). That error occured on a18 too, so its not caused by the new pathfinder. Currently all formations except those special ones are disabled. So you are right - it would be nice if we had a switch that disables all of them.
