Maybe it is because this tech is supposedly a village phase tech, but only researchable at the market which is a town phase structure ?

Good catch. Yes, that was the reason.

The same problem was also affecting a tech belonging to the defence towers, two techs on rome's seige walls, and a unit trained at rome's army camp. (The techs and unit in these cases are shared with other structures that are of previous phases)
