[PATCH] Increase garrisson regeneration rate with each phase

Description

Currently it is quite impossible to capture a fully garrissoned CC. This has been true before r17053, but especially afterwards. A nice way to improve this would be to increase the regenrate by each phase and start with a lower one. See discussions on IRC today with mimo and scythewhirler.

I've attached the patch for this change (I've not updated the phase tooltips to not change the strings, but can be added).
